Sources have mentioned that the next version of iPhone OS i.e iPhone OS 3.0 is expected to have voice recognition and synthesis feature. All the voice related features which are given the codename Jibbler is expected to be made part of the operating system which currently is under development.

Jibbler’s voice recognition feature will take voice as input via iPhone’s microphone or headphones with microphone and Jibbler will interpret it. The Voice synthesis feature seems to be similar to the one which iPod Shuffle offers, however the key point is that the iPhone hardware will be handling this feature by itself.

In addition to that, there are hints that suggest that the voice related features will also be made available in the SDK. The reason as to why this has been said is that they have discovered  classes and methods such as VSSpeechSynthesizer,VSRecognitionSession, SBVoiceControlDisableHandlerActions, and others where VS refers to VoiceServices (possibly)m and SB refers to SpringBoard.

Only time will tell wether the next version of  iPhone operating system will contain these features or not. Lets hope that it does contain these features.
